Apologies have been received from Deputy Haughey who must be present in the Dáil for statements on the European Council but he hopes to attend afterwards. I remind members and others to switch off their phones. This is important because the interference from them causes serious problems for broadcasting, editorial and sound staff.

We have two separate items to consider today and we will then have a short informal meeting with visiting parliamentarians from Georgia at 4 p.m. I appreciate that each member will have different difficulties today. If it is possible, however, I ask members to be present for ten to 15 minutes at 4 p.m so that we could have a good engagement. We will now proceed to the first item on the agenda.
