The McCraith report focused on the specific reasons people were leaving the country and not staying in the health service. There are a huge number of statistics and more robustly gathered data included in the report which is a very good resource. However, it has not been fully implemented. I would definitely direct the Deputy towards it. It found that both considerations were important.
