One of my departmental officials has helpfully reminded me of something that might help me to answer the question. The independent review of costs will provide evidence that will assist us to move forward in terms of all of our combined intentions. This spring, some interim data will be available that will inform the 2019 Estimates. Maybe such information will help to answer part of his question.
