Joint Oireachtas Committee on Children and Youth Affairs

Cybersecurity for Children and Young Adults: Discussion (Resumed)

9:00 am

Mr. Ronan Lupton:

The digital age of consent is about access and, effectively, the contract between a service or platform provider and a child and the age the State should set in order for that transaction to occur. The default option in the general data protection regulation, pursuant to Article 8, is 16 years. The State and other member states have the option to reduce it to a minimum age of 13 years. As I said, my position on the matter has changed in the light of what the experts have said and the reviews and papers I have read. They are experts in their field and there to vindicate the rights of the child. As I said, I have changed my position. I have come here in good conscience to outline that position.
