As I have already said, GuideStar, which was our model, started to break even after eight years. Self-financing is not a commercial proposition. The committee must ask others whether they agree but I believe that far from representing a net cost to the State, our proposition was viewed as representing a net benefit. In fact, it offered a reduction in costs because of the duplication of administrative overheads incurred across many Departments and Government agencies by essentially processing the same data from many non-profit bodies.
