One also could have age-appropriate devices, where they never turn on. For children under the age of 14, for example, rather than being turned on and off, because children will otherwise change the settings. One could have phones that were for specific ages. A phone, for example, could be suitable for eight to 14 year olds, whereby it would do certain things and nothing more.
