We should continue to educate because it would be very difficult to impose a ban such as a prohibition on owning a mobile phone before a certain age and it would not, therefore, make much difference. If we start to educate people on this issue at a younger age then by the time they reach their teens, they will know what is and is not safe. It would also be useful for parents to monitor and be involved in children's online activities.
