It depends on what one defines as unenclosed land. It is a very generic statement. Taking a blanket bog, as the carbon store there is very high, that statement would be a correct assertion but in areas where there is mineral soil, there would be no problem planting trees there. It comes down to the type of habitat one is dealing with in these areas.
