That is not the evidence. We have more people in community employment than we had in 2012 before JobPath started. Analyses of the employment impacts of various programmes have been undertaken. The figures are the same across the world. The most effective employment intervention to help someone back into work is the one-to-one case management activation service. The least effective is a State employment scheme like community employment. The ESRI has published evidence that reflects this. The most effective euro for euro expenditure is on case management activation. In terms of permanent employment outcomes, the least effective are State employment schemes. This is not to say that there is no place for our State employment schemes. They are in the hierarchy, but one cannot say that community employment is a better place for someone to be.
