Joint Oireachtas Committee on Children and Youth Affairs

Cybersecurity for Children and Young Adults: Discussion (Resumed)

9:30 am

Ms Siobhán Cummiskey:

I will respond to this question. Please allow me to clarify the points I made earlier. When one talks about fight videos, one is covering a vast array of types of content. Facebook has a graphic violence policy which does not allow the worst forms of graphic violence on our platform. However, when the Chairman refers to fight videos or assault or violence, that is very broad. The Facebook graphic violence policy is very broad and it states there are instances where people can share videos or photographs of people being hit or assaulted in certain circumstances. If one thinks about places such as Syria where there are no traditional journalists on the ground, the only way for information to get out about people who are being assaulted, injured or killed is through social media. When the Chairman refers to a fight video or violent video, that covers those manner of things as well. If one is talking about a specific instance - and I do not have the benefit of seeing the video which the Chairman is talking about and I am speaking to it blind - I can tell the Chairman that if somebody shares a video of somebody being physically bullied and simply shares it, we would remove it because it is a video of somebody being physically bullied. If somebody shares a video of a fight or an assault of some sort, that assault may well be illegal but the content they have shared on our platform is not necessarily in and of itself illegal. If it is, we will remove it if we receive an order. We will also remove it if a person who is depicted in that video reports it to us. We will also remove any comments that are not there to raise awareness but when it comes to an actual video of somebody being physically bullied with no other context, we would remove it.

We also remove pages that are dedicated just to images and videos of bullying for that reason. When the Chairman refers to a fight video, he is actually covering a large manner of things but I hope that helps to clarify our policy.
