Ms Cummiskey mentioned that context is of utmost importance when it comes to certain types of bullying. I should add that there is no context needed here though. Another thing is that it is not on the Senator alone to report it. Anyone can report it because it would be an egregious and flagrant violation of our policies. Other people could be chiming in here and a conversation probably needs to be had about it. In terms of monitoring content, the notice and take down legal regime is set out under the e-commerce directive. For various different reasons, there is a prohibition on monitoring. Some of those reasons concern protecting the privacy and personal information of individuals. Other parts of it are designed to let the Internet flourish. If there was an obligation to monitor everything that is put up, we would not see services such as this one.
