The blocking works slightly differently. The blocking initiative operates from Interpol's "worst of" list. Interpol looks at websites and decides which are the worst of them. At any one time, there are a number of such websites. The companies that block them block their customers' access by DNS poisoning so customers cannot get to them. That is very advantageous to us. If one considers online paedophilia as a pyramid, for example, the users are at the wide end at the base. The blocking will take some of them out which frees us up to deal with the high-end users, including producers and distributors. We are very keen on that. Other users who may be drifting into child pornography immediately come to a stop page which says that due to An Garda Síochána and the ISP, that user is now blocked. That may be enough to prevent a person from moving forward which is obviously a good thing.
