We are considering this matter from two points of view, namely, what will help small businesses to grow and become more dynamic and what will generate more tax for the Exchequer. Capital gains tax is only returning 1% of total tax yield. As such, we have high rates, but we are not getting tax yield from them. In 2008, we were getting twice as much from capital gains tax when the rate was lower. That is the point - high rates are only good if they can match-----
