In 2015 it would have been possible to increase spending without the corporation tax receipts. Possibly not in 2016, because both pillars were operating together with the structural balance and the expenditure benchmark. In 2016, when we entered our preventative arm, under the expenditure benchmark we could have had additional spending because of the AIB transaction but it would not have been possible under the structural balance. We did not improve the structural balance by enough. We breached the rule in 2016, given the increase in spending that happened. If we had even more borrowing the breach would have been significant.
