That is an important point. We might end up with legislation that looks like it is fixing the problem but is in effect toothless. As Deputy Cullinane has said, no one from any of the groups objected to the bands that were in the Bill. It is important that whatever way we move forward - one hopes with Deputy Cullinane's Bill - that we protect the bands that are in place there in order that the legislation is workable from the worker's point of view.
