I am simply making the point and not trying to be overtly critical of any one policy but, on the one hand, we have allowed for a dispersed population and now, on the other, we are trying to encourage people to get back into towns. Maybe we should have everything pointing in the same direction and encourage people to live in towns and villages to get that agglomeration that would provide for better services. There are incentives coming up to bring businesses back into the town centres. We need to think about getting more people in. What drives a business is footfall outside its door.
