Head 25 relates to fair processes. The control committee is required to make its decisions known to the person at the conclusion of the hearing or by notification sent within one month. The head provides for the appeal of decisions of the control committee. This provision is reasonable. The idea is that we withhold the application of the racing sanction until the matter is appealed and the appeal is heard. That represents necessary due process.
