We must be conscious that the credit union sector is not homogenous. There is diversity and variety within the credit union movement, and the gap arises when a one-size-fits-all approach is taken. The problem is that there will not be an average, so everybody is probably suffering. These matters of proportionality and regulations that match the nature, scale and complexity of the individual credit union are set out in the legislation.
