I will ask Mr. Healy to give the detail but I have some background information. This occurred before the establishment of the HSE and it was the subject of a very detailed investigation at the time. It has been the subject of entirely new pieces of legislation that were passed to deal with the issue in 2006. Mr. Healy might give some insight into it.
