That does not include the capital. The capital programme is approximately €17 million. That just reflects where we are at. It is a multi-annual programme. In the past it has been as high as €100 million. We spent close to €1 billion on rural water programmes since the early 2000s. There was a huge quality deficit and that is when the big DBO schemes came in. Most of them are in place and it is a case of more targeted intervention at this stage.
