I was simply saying that in a district metered area one would know, given the nature of the households and the expected consumption patterns by virtue of a comparison to the metered usage, if it appears there is excessive usage, in which case one might target particular areas to look at the water flow or individual households in the same way as was done prior to meters. It is not a perfect alignment. Apartment blocks can have bulk meters. It may be something one could ask Irish Water to find out what the technical options might be in that regard.
