No specific analysis of that prospect has been made since the commission made its report public, in so far as Irish Water's ability to meet its capital programme in the next ten years would not be diminished by virtue of the fact that the State would be borrowing rather than it having recourse to private markets because the subvention would be sufficient by comparison to what was envisaged it would receive in domestic charges.
