I remind members the meeting will be conducted in public session. I also remind members and witnesses to turn off their mobile phones or switch them to flight mode as they interfere with the sound system and make it difficult for parliamentary reporters. Members are reminded of the long-standing parliamentary practice to the effect that they should not comment on, criticise or make charges against a person outside the House or an official either by name or in such a way as to make him or her identifiable.

Apologies have been received from Deputy Dooley.

The Communications Regulation (Postal Services) Amendment Bill 2016 was referred to the select committee by an order of the Dáil on 27 January 2017. This meeting has been convened for the purpose of consideration of the Bill. Is that agreed? Agreed.

I welcome the Minister of State at the Department of Communications, Climate Action and Environment, Deputy Sean Kyne, and the departmental officials. The officials shall not speak at the meeting, only the Minister of State, and I thank them all for their attendance.
