The construct that was in place reflected the fact that at the time Bord Gáis set up Irish Water there was an employee shareholder trust. Bord Gáis was 97% State-owned and the employees owned 3%. The share structure has been set up to ensure that Irish Water was 100% owned. It looks somewhat unusual but that is the reason.
