Typically, Departments would engage directly with the data protection authority when considering preparation of legislative measures that may constitute an interference with data privacy rights. In this case my understanding is that there was a series of meetings in 2012 and 2013 directly between the Department of Health and the data protection authority. There was no formal sign-off in terms of a designation of a role for the data protection authority at that point.
