To my mind, regardless of what the normal process was, there were extenuating circumstances in relation to this matter. I note that Mr. Daly quoted the ICSA guidelines but they are only guidelines. There was a huge amount at stake in respect of the sale of Project Eagle. I would have thought that with those extenuating circumstances, as exceptional circumstances, the rationale should have been recorded. It is helpful that Mr. Daly has said that the minutes are now recorded in greater detail. I ask him to explain how NAMA is now doing that as opposed to what it did in the past.
