The briefing note is misleading. I absolutely accept what the Minister says but if the Minister were to examine it she would see that what I have read into the record is exactly the briefing the Chairman has received. It is wrong and I am making that clear. Am I correct in saying that section 20, as amended, remains part of the Bill?
