That means, however, that they can easily meet it. The Central Bank's rules on the loan-to-value ratio are such that, even if one were purchasing a house worth €1 million, one would need a deposit of less than 20% of the value. When the Minister decides to reduce the percentage to 70%, it means people who did not have a problem meeting the rules are now able to get the tax rebate. Was it the Central Bank that suggested 70%? How was that arrived at by the Department or Minister?
