The suggestion that has been put forward in my proposed Private Members' Bill would be for the type of case referred to by Mr. Deering, where the substantial part of the finding was upheld. The Financial Services Ombudsman had to issue a finding saying that it was partially substantiated which would be the same as somebody who had a very technical minor issue but where the actual core argument was rejected. Under the new legislation the ombudsman would be able to say that it had been substantially upheld.
