I have clarified in my own opening statement that I am drawing no conclusions about the actions of individuals. Matters will be before me as a member of SIPO. I had to take that into account as well when I was drafting the report. My focus, therefore, totally in this chapter is on what NAMA did or what they could have done in respect of events that they became aware of.
