To what extent is the issue of premises a factor in this? The point has been made that many GPs have invested heavily in their practices. If that is the case, it needs to be recognised in a contract. However, there are many people who go into training here as doctors and who want to operate as doctors rather than as entrepreneurs and business people.

I made the point earlier that we would not expect teachers to provide their own schools. Why do we put that burden on young doctors coming out of training when the model does not seem to fit without capital behind it? I was wondering why the witnesses were somewhat ambiguous about the idea of salaried GPs.
