The issue in respect of the communication with me primarily has to do with the sequencing of events. I stated in my opening remarks that I received a letter purporting to represent the board's viewpoint before the board had been consulted. Senator Daly asked me this question as well. I would have preferred if the board had been consulted and that then I had been asked for my assent. The assent would have been given on the basis of the business case. There are a lot of questions here, but my function and the function of the Minister for Public Expenditure and Reform concern assenting to or consenting to the request of the board. The business case made was the rationale behind the decision made.
