The hardest part is to switch the funding from the acute sector to primary and community care. On the phasing in of universal access to care, do the witnesses have any general advice? They were talking about it appearing to be Government policy to extend free GP care across the population. That is only one element of it. Entitlement to other health professionals, home help, physiotherapy and occupational therapy and access to subsidised medication are others. Do the witnesses have a view on the phasing in of that and the most appropriate way to proceed?
