In response to that, when we go back to the intent, the intent was very much on 7, 8, 9 and 10 December to issue an apology to all 47 people. In the discussions, teleconferences, preparations and communications it was always the intent to actually send a letter to all of the people and their families. Over the course of that time, with the local people involved - a local HSE team - it was decided that the best way of communicating to Grace and her mother would involve more personalised communication. In the translation between the letter right through to the actual meeting that vital apology got lost.
