At one level, Deputy Ó Caoláin's point was probably the most apt one we have heard this morning and he is right. Anyone who wishes to get married in a particular church has to do a pre-marriage course. However, as far as I am aware, there is no stipulation for a couple to go to pre-parenting classes. Deputy Ó Caoláin made a good point. Sometimes when people are presented with a gift, they have no skills to manage. We can have all the programmes we like. Is that not the case? Deputy Mitchell O'Connor made reference to this as well.
