I will ask Professor John O'Hagan to address some of those issues. Senator Ó Clochartaigh raised many philosophical and even higher level issues above what can be contained in a value for money study. We are grappling with some of those issues in the national cultural policy we are dealing with, which will be high level document. It is not the case that we will necessarily have answers to all of those points but they are certainly issues that arise again and again as part of the process.
