Níl móran Gaeilge agamsa freisin agus mar sin b'fhearr liom labhairt as Béarla. The commissioner stated that the Department of Arts, Heritage and the Gaeltacht has the capacity or the capability to change the public bodies named in Schedule 1 to the Act. What is the commissioner's understanding of the reason that has not happened?

What debate has there been, if any? What engagement has there been, if any? Is it something that just has not happened, the way things sometimes do not happen, or has it been refused? There is a clear difference. Mr. Ó Domhnaill says his own office examined the local authorities' response and only two of the 32 were in full compliance. Did Mr. Ó Domhnaill analyse the reasons given by the remaining 30 that did not comply and did he produce a survey, or was this just an internal document for his office's use? Can he indicate the sorts of reasons they gave or whether they responded at all to his inquiries?
