Yes but the guarantee ... as part of my consideration of the guarantee issue was the fact that the Governor was telling me in this emergency situation that we needed to guarantee the system. Now the point is I'm making the point to them ... the point I was trying to make as well at that time was, if we do something in an intermediate step here and it doesn't work, how will it look if I didn't take the advice of the Governor of the Central Bank? Now I knew it wasn't unanimous but, you know, there were variants of the same thing going on and I said, "I have to go with the Governor of the Central Bank on this."
