I want to add a caveat in respect of automatic registration. It should not make the assumption that everybody is a citizen. One does not have to be a citizen to vote in local and European elections or to get a PPS number. Automatic registration or a similar model would need to be backed up by a very fluid way of amending the information so that a person can opt in to stating nationality or citizenship and learning what voting rights attach to that. That can change if somebody becomes a citizen. A more fluid way of registering is absolutely needed but it needs to take into account that not everybody voting is a citizen.
