I think the arrangement is a bit unusual because the way the legislation is made is that the ... lot of powers are vested into the commission and not to the Governor or deputy governor. And then they have to delegate most of their powers to the Governor and deputy governor. It's an unusual arrangement. It would be better to ascribe powers directly to the Governor and to the deputy governor and give to the commission the powers that they can actually exercise, you know, meeting every month as an oversight board, really. They can't manage a bank, you know.
