I could not think that we were ever 100% compliant. There will always be a very small number of exceptional cases in which we have to operate outside normal procurement guidelines. In cumulative terms, they tend to be extremely low value, and they would be very particular kinds of contract in which there is a need for business continuity or something else while we get to a tenderer available or where there is a sole supplier and we are not in a position to go to the market. I will not say that before 2012 we were 100% compliant-----
