Again ... to state ... it is ... it was not my interpretation - and the minute is somewhat obscure on this - it was not my interpretation that the reference there was meant to imply the two institutions were insolvent. If you read the following paragraph, it actually refers to the various options in terms of resolution of the crisis that were also being discussed at the meeting, which was in fact the real purpose of the meeting.
