Did the NTMA have a view of the guarantee when it was actually put in place with regard to how extensive it was and how it may actually impact upon the NTMA's operation, because you said earlier that the NTMA was being locked out of the international financial market? So what was the NTMA's view of the guarantee when it was put in place?
