Dr. Surminski's paper deals with granting improved terms or reduced premiums to those who take risk reduction measures or benefit from defence structures. These are considered to be the most obvious form of financial incentives that insurance can create and is the main reason risk-based pricing is widely advocated among risk reduction experts. Dr. Surminski states this will happen in Scotland, and resilient reinstatement should be the norm in flooded properties, therefore the benefits about which Mr. Owens has told us should be incorporated into insurance.
