Mr. Simon Carswell:

I would regard the relationship between the regulatory authorities, including the Central Bank, as not assertive, not intrusive enough, too passive and too deferential. Bankers could argue their way out of issues and regulators would sit back or turn a blind eye. It was a very passive relationship between all those parties those you mention.
