In regard to the profits from rezoning, this area has been the source of a large incentive for corruption in Ireland. Also, why should the State confer large value on individuals just by a decision to rezone? There is an incentive for bad behaviour as a result. I totally agree with the Deputy that the profits from rezoning should be taxed, but that would not have solved this problem.
