These equity stakes constitute a portfolio of some kind and we can think of the portfolio as a trust fund. There is a trust fund in each bank that contributes an appreciable value to this portfolio and regulators should act in trust on behalf of taxpayers. That requires them to collect information on the value of the stake. There are many ways they can structure it but the most important thing is to give them an explicit responsibility and train them to see it and manage it and extract a dividend.
