Cuirim fáilte roimh an tUasal Wright. I welcome him to the committee. I have a couple of questions. His report deals with the Department of Finance over a ten year period and he focused on three areas. The terms of reference of this inquiry is to look at specific areas, particularly the nexus between property, banking and the State. I wish to focus on that area, that his report covers. He mentions and he has had a discussion with the committee on the verbalisation of advice to the Minister but the lack of written records. Mr. Wright's view from his recommendation, and he might correct me if I am wrong, is that more written advice should be given, but the public should not be given access to that written advice for at least five years in relation to budgetary matters
