I think a number of Secretaries General of the Department of Finance have come through the public service management stream rather than the budgetary stream and they have been very good people. In the new dynamic, where there is a very clear focus on macroeconomic advice and management for the country, over time we will see a pool of people who are equipped for that position come from the economic advice stream. That is not a bad thing.

I myself am not a lifer in the Department of Finance in Canada. I should say that I moved around. I worked there for a couple of years and then I was in the Prime Minister’s Department and I worked for other Departments. I think there is some value to every track.
