As far as I remember, there is no mention of that in the report, and I do not remember any suggestion along those lines. It was more that the Financial Regulator and the Central Bank were like silos apart. They each tried to handle what they saw as their main business, and they did not discuss very much. For instance, they were both formally responsible for the financial stability report, which came out once every year, but in practice it was virtually only the Central Bank that contributed to that.
